Im not following you. The portal on the floor is simply a doorway to the ceiling. The gravity will remain constant and gravity will continue to accelerate through the portals infinitely. Its not like going to the portal on the bottom reverses or negates gravity. Its a bridge.

You're wrong. The gravitational constant is an amount of force, not velocity. It's ~9,81 kg m/s², and affects potential energy. Potential energy decreases as kinetic energy increases, and its equation is mass · gravity constant · distance from the “floor”. since the distance from the floor is infinite, assuming you have 1 kg of water, is 1 · 9,81 kg m/s² · ∞. Or what's the same, ∞ Joules. As you have infinite mechanical energy, you are hitting the wheel with an infinite force. Doesn't matter what material is it made of, it will break. The portal needs an infinite amount of energy to teleport the water, so all that energy, being feed by the wheel, if it didn't break, is cancelled. So even if it worked it wouldn't work. You cannot make more energy than what you have, that's why you can't make perpetual motion machines unless you're in vacumm space.
